The submission of applications for inclusion in the new Development Law has begun
For the «General Entrepreneurship» and «New Independent SMEs» schemes, the deadline expires on November 30, 2016 and for the other two, "Mechanical Equipment Enhancements" and "Major Investments", in April 28, 2017.
The New Development Law 4399/2016 includes some of the activity codes in the category «"Cultural and Creative Industries"» where they fall creative and related activities of professions related to image & sound, applied arts, architecture, advertising, graphic design, design, etc.
General Entrepreneurship Status
The minimum eligible investment amount for the inclusion of investment projects in this aid scheme is defined based on the size of the entity:
- for large businesses in the amount of 500,000 euros,
- for medium-sized enterprises and cooperatives in the amount of 250,000 euros,
- for small businesses in the amount of 150,000 euros,
- for very small businesses in the amount of 100,000 euros,
- for Social Cooperative Enterprises (SCEs), as well as Agricultural Cooperatives (ACs), Producer Groups (PGs) and Agricultural Partnerships (APs) in the amount of 50,000 euros.
In the investment projects falling under this regime, it is provided as a type reinforcement :
- Tax exemption
- Subsidy
- Lease subsidy
- Subsidizing the cost of the employment created
Investment projects falling under this aid scheme must have the character of an initial investment and specifically meet one of the following conditions:
- Create a new unit
- Expansion of the capacity of an existing unit
- Diversification of a unit's production into products or services that have never been produced there
- Fundamental change of the entire production process
- Acquisition of all assets belonging to a business establishment that has closed
BENEFICIARIES
Beneficiaries are companies that are established or have a branch in the Greek territory at the time of commencement of work on the investment project and have one of the following forms:
- sole proprietorship
- trading company
- partnership
- Social Cooperative Enterprises (SCE), Agricultural Cooperatives (AC), Producer Groups (PG), Agricultural Partnerships (AP)
- companies under establishment or merger, with the obligation to have completed the publicity procedures before the start of work on the investment plan
- businesses operating in the form of a joint venture, subject to their registration with GEMI
ELIGIBLE EXPENDITURE
The following are considered eligible costs of investment projects for the implementation of this aid scheme:
- investment spending in tangible assets
- investment spending in intangible assets
- the salary cost new jobs calculated over a period of two (2) years
– The eligible costs for tangible assets are the following:
- The construction, expansion, modernization of building facilities and special and auxiliary facilities of buildings, as well as the development of the surrounding area
- The purchase of all existing fixed assets (buildings, machinery and other equipment)
- The purchase and installation of new modern machinery and other equipment, including technical installations and means of transport that move within the premises of the integrated unit.
- The lease payments for new modern machinery and other equipment the use of which is acquired.
- The costs of modernizing special facilities (not related to buildings) and mechanical installations.
– The eligible costs of intangible assets are the following:
- technology transfer through the purchase of intellectual property rights, licenses, patents, know-how and unpatented technical knowledge,
- quality assurance and control systems, certifications, software procurement and installation and business organization systems.
-Expenditures outside regional aid are only supported in combination with regional aid expenditure
- Investment expenses for consulting services.
- Start-up costs for small and very small businesses under establishment. Start-up costs are understood to be those incurred for the establishment and initial organization of the economic unit, the acquisition of permanent means of exploitation, as well as for its expansion and reorganization.
