Freeze Frames that have Motion Tab settings applied in Final Cut Pro are not transferred to Color when you choose File > Send to Color in Final Cut Pro.

Solution

Export any Motion Tab settings you apply in Final Cut Pro to self-contained QuickTime movie files. Edit the resulting files into your sequence to replace the Freeze Frame before sending your project to Color.
