Freeze frames that have transitions applied to Final Cut Pro sequences are not sent to Color when you choose File > Send To > Color in Final Cut Pro.

Solution
Remove all transitions from freeze frames in Final Cut Pro before sending the sequence to Color. You can then add the transitions back after the sequence has been edited in Color and sent back to Final Cut Pro.
