The action is part of the "Creative Europe" program, sub-programme MEDIA.
Support development of audiovisual content. Today we will present the key elements of the action to support content development of individual European audiovisual projects. This action is part of the "Creative Europe" program (2014-2020) and specifically the MEDIA sub-programme, which financially supports European companies active in the field of films and audiovisual media, in the development, distribution and promotion of their work. In the context of the specific objective of strengthening the capacity of the European audiovisual sector to operate at a transnational and international level, one of the priorities of the MEDIA sub-programme is:
– Increasing the capacity of producers of audiovisual works to develop European projects with the possibility of circulation inside and outside the Union and facilitating European and international co-productions.
In this specific action, according to the published data, the MEDIA sub-program supports the following measures:
– The development of European audiovisual works, in particular films and television programs such as works of fiction, documentaries, children's films and animated films, as well as interactive works such as video games and multimedia with enhanced cross-border circulation.
– Activities aimed at supporting European audiovisual production companies, in particular independent production companies, with the aim of facilitating European and international co-productions of audiovisual works, including television works.
Eligible candidates
As stated in the announcement of the European Commission, European companies, whose activities contribute to the achievement of the above objectives, and in particular independent audiovisual production companies that have been legally established at least 12 months before the date of submission and have recent success.
Applications from legal entities established in one of the following countries are eligible:
EU member states
– Acceding countries, candidate countries and potential candidate countries for which there is a pre-accession strategy, in accordance with the general principles and general conditions for the participation of these countries in the programs of the Union established in the respective framework agreements, in the decisions of the Association Council and in similar agreements.
– EFTA countries that are members of the EEA, in accordance with the provisions of the EEA Agreement (Iceland, Liechtenstein and Norway).
– The Swiss Confederation, based on a bilateral agreement to be concluded with this country.
– Countries covered by the European Neighborhood Policy, in accordance with the procedures established with these countries based on the framework agreements for their participation in European Union programs.
The program is open to bilateral or multilateral cooperation actions specifically addressed to selected countries or regions on the basis of additional appropriations to be paid by those countries or regions in accordance with a special arrangement to be agreed with them.
Proposals from applicants from non-EU countries may be selected, provided that, on the date of the award decision, agreements have been signed defining the conditions for the participation of these countries in the program established by the aforementioned regulation.
Selectable actions
According to the call, content development activities for the following audiovisual projects are eligible:
– Feature films, animations and creative documentaries of a minimum length of 60 minutes intended primarily for cinema distribution.
– Works of fiction (in one or more episodes) of a total duration of at least 90 minutes, cartoons (in one or more episodes) of a total duration of at least 24 minutes and creative documentaries (in one or more episodes) of a total duration of at least 50 minutes, intended primarily for the TV.
– Works of fiction with a total duration or user experience of at least 90 minutes, animations with a total duration or user experience of at least 24 minutes and creative documentaries with a total duration or user experience of at least 50 minutes, primarily intended for exploitation on digital platforms. For designs that provide non-linear user experience (eg virtual reality), the above minimum durations do not apply. The digital platform supports the following types of projects: animation, creative documentaries and fiction works intended for multi-screen devices, interactive works, web series or self-contained episodes and narrative VR works.
Evaluation criteria
Proposals will be evaluated and graded out of 100. Percentage points will be allocated according to the following weighting:
– Relevance and European added value (50 points): Quality and possibility of European and international distribution of the work.
– Quality of content and activities (10 points): Quality of strategic development.
– Dissemination of project results (20 points): The European and international distribution and marketing strategy.
– Organization of the project team (10 points): The distribution of roles and responsibilities of the creative team in relation to the specific objectives of the proposed action.
– Impact and sustainability (10 points): Quality of the financing strategy and feasibility of the plan.
"Automatic" extra credits for:
1. Applicant companies established in countries with small production capacity (10 additional units).
2. Applicant companies established in countries with medium production capacity (5 additional units).
3. Designs intended specifically for the young audience (10 additional credits).
Budget
The total budget available amounts to 5 million euros. The financial contribution is granted in the form of a subsidy. The maximum funding that can be allocated for a single project is a lump sum amounting to:
– 60,000 euros for cartoons.
– 25,000 euros for creative documentaries.
– EUR 50,000 for works of fiction if the estimated production budget is equal to/exceeds EUR 1.5 million.
– 30,000 euros for works of fiction if the estimated production budget is less than 1.5 million euros.
Deadline for submission of applications: Proposals must be submitted no later than 20/4/2017 at 12 noon (Brussels time) using the electronic application form (eForm). No other method of application is accepted.
